Dogs on 30A beaches: the actual rules
Updated October 18, 2026
As of October 2026, dogs are not allowed on Walton County public beaches, including all of 30A, unless they are service animals or belong to a Walton County property owner or permanent resident with an annual county dog beach permit. Permitted dogs must be leashed and may be on the beach only from 3:30 p.m. to 8:30 a.m. Visitors cannot get a permit, and Florida State Parks such as Grayton Beach, Deer Lake and Topsail Hill do not allow pets on their beaches.
Can I bring my dog to the beach on 30A?
Usually not, if you are visiting. Walton County Code Sec. 22-31 (as amended by Ordinance 2025-22, adopted November 24, 2025) says all animals are prohibited from the county's public beaches, with two exceptions:
- Dogs assisting people who are sight or hearing impaired, and service animals.
- Dogs owned by Walton County real property owners or permanent residents who hold a county dog beach permit and keep the dog leashed and under direct control.
There is no visitor permit and no designated off-leash dog beach in Walton County. Renting a house on 30A does not make you eligible, because permits are tied to property ownership or permanent residency and are non-transferable.
How does the Walton County dog beach permit work?
As of October 2026, here is how the program works, per the ordinance and the county's permit page:
- Who qualifies: Walton County real property owners or permanent residents. Proof can be a deed, tax receipt, driver's license, lease agreement or voter registration. If the property is in a company's name, the applicant must show a controlling interest.
- Hours: Leashed dogs only, 3:30 p.m. to 8:30 a.m. the next morning.
- Cost: $40 per dog per year on the current application ($30 permit plus $10 processing under Resolution 2025-86). A lost tag costs $10 to replace.
- Term: Every permit expires July 31, no matter when you bought it.
- Requirements: Proof of rabies vaccination, with the applicant listed as the owner on the certificate. The dog wears the permit tag, or the owner carries it, whenever the dog is on a public beach.
- Waste: Owners must pick up after their dogs.
- Where to apply: Online through the county's self-service portal, or in person at Walton County Code Compliance, 46 Coastal Centre Blvd, Santa Rosa Beach.
A conviction under Sec. 22-31 revokes the permit.
What is the fine for a dog on the beach in Walton County?
Violations of Chapter 22 not given their own fine fall under the general schedule in Resolution 2025-86. As of October 2026 that is $100 for a first violation, $200 for a second, and up to $500 for a third or later, plus clerk administrative fees. Each day a violation continues can count as a separate offense under the ordinance.
Can dogs go on the beach at Grayton Beach, Deer Lake or Topsail Hill State Parks?
No. Florida State Parks policy says pets are not permitted on beaches, boardwalks, playgrounds, bathing areas, cabins, park buildings or concession facilities. That covers the three state parks along 30A: Grayton Beach, Deer Lake and Topsail Hill Preserve. Leashed pets (six-foot handheld leash or shorter) are welcome in designated day-use areas and campgrounds, so trails can work. Grayton Beach State Park's campground welcomes pets; its cabins do not. Service animals working with a person with a disability may go anywhere the public can.
What about private beachfront?
The county rule covers public beaches. For owners with land next to the beach, Sec. 22-31(e) still requires that animals not run at large on the wet sand, and they must follow the county animal control code. If you are renting a Gulf-front home, do not assume the beach behind it is open to your dog. The public beach rules still apply on public sand, the wet-sand rule applies even next to private property, and your rental or community may have its own pet policy, so ask your host first.
Where is the nearest beach that allows dogs?
The closest designated dog beach is east of 30A in Panama City Beach (Bay County). The City of Panama City Beach allows leashed dogs on the beach on the west side of the City Pier at Pier Park. Dogs are not allowed on other Bay County beaches outside that area.

Are dogs allowed on Seaside, Rosemary Beach or Grayton Beach?
Not on public beaches without a resident or owner permit, and permitted dogs are limited to 3:30 p.m. to 8:30 a.m. on a leash. The state park beach at Grayton does not allow pets at all.
Can vacation renters get a Walton County dog beach permit?
No. Permits are only for Walton County real property owners or permanent residents, and they cannot be transferred to guests.
Are emotional support animals allowed on the beach?
The ordinance exception covers dogs assisting people who are sight or hearing impaired and service animals. Emotional support animals are not named as an exception.
Can my dog walk the multi-use path along 30A?
The county beach ordinance covers the beach, not the path. Keep your dog leashed, clean up after it, and follow posted signs.
